The plaintiff, Thomas Germain, appeals from the judgment of the trial court dismissing his administrative appeal from the decision of the defendant freedom of information commission (commission). On appeal, the plaintiff claims that the court improperly (1) interpreted General Statutes § 1-212 (g) to limit the permissible type of scanner that can be used to copy public documents to a scanner that is held in the hand and dragged across the page being copied, to the exclusion of any other battery operated scanner, (2) deferred to the commission’s interpretation of § 1-212…
