John A. Hardin and Martha Hardin Curran (collectively, “Respondents”) filed a complaint against the South Carolina Department of Transportation (“SCDOT”) in inverse condem nation seeking compensation for the loss in value to two 1 tracts of land they owned on the north side of Dave Lyle Boulevard on either side of its intersection with Baskins and Garrison Roads in Rock Hill, South Carolina, because of the construction of a median barrier in the center of Dave Lyle Boulevard.
