MEMORANDUM

MERHIGE, District Judge.

Plaintiffs bring this action under the Truth-In-Lending Act (“the Act”), 15 U.S.C. § 1601 et seq., seeking both recision of a home improvement loan contract made with defendant Sims and Levin Realtors and money damages because of defendant’s alleged massive violations of the requirements of the Act and Regulation Z, 12 C.F.R. § 226 et seq. Defendant, a Richmond, Virginia real estate business enterprise engaging in real estate transactions, mortage loans, and home improvement loans, is subject to regulation by the Truth-In-Lending Act because it regularly…
