On November 17, 2000, the United States Fish and Wildlife Service (“FWS”) and National Marine Fisheries Service (“NMFS”) (collectively “the Services”) published their determination listing the Gulf of Maine distinct population segment (“DPS”) of Atlantic salmon as endangered under the Endangered Species Act (“ESA”), 16 U.S.C. § 1531 et seq.
