Affirming.

As the end of the fiscal year has approached, the Commissioner of Public Welfare has found that there is a large sum remaining of the appropriation for the year for the payment of Old Age Assistance. If it should not be distributed before June 30th the appropriation for the special purpose will revert to the General Fund of the Commonwealth and an equal amount will not be available from the Federal government.
