OPINION ON REHEARING
SEYMOUR, Circuit Judge.
Albert H. Carter petitions for rehearing of our Order and Judgment affirming the district court’s grant of summary judgment for defendants. Carter seeks a declaratory judgment invalidating his 1962 perjury conviction in Georgia federal court, as well as a permanent injunction restraining the Attorney General and Department of Justice from using the conviction in any governmental proceeding and from disseminating the record thereof to any state or federal agency.
