OPINION
MOORE, Circuit Judge.
The Equal Employment Opportunity Commission (EEOC) brought this suit in the Eastern District of Michigan on behalf of Gloria Hamilton and other African-American employees of Northwest Airlines, Inc.’s (Northwest’s) Detroit Cargo facility. The district court, noting that the complaint was based in part on a consent decree entered by the district court for the District of Minnesota, transferred the case there.
