In the month of November 1959, plaintiff imported some 40,789 copies of a special supplement to a publication entitled “Canadian Psychiatric Association Journal.” This merchandise was classified by the collector of customs at the port of entry, as books, not specially provided for, within the purview of paragraph 1410 of the Tariff Act of 1930, as modified by the General Agreement on Tariffs and Trade, 82 Treas.
