MEMORANDUM
Plaintiffs, Behnam Zanganeh, 9920 Corporation, Laurel Entertainment, Inc., Deborah M. Viola, Kim Marie Lewandowski and Frederick Byron Scheler seek injunctive relief challenging the constitutionality of Maryland General Public Law Article 2B, §§ 86(m) 1 and 71A(d)(2). 2 Violation of these provisions is a misdemeanor criminal offense punishable by “a fine not exceeding $5,000 for each violation.” Md.Gen.Pub.Law Stat.Ann.
