Plaintiff brings this action for herself and her minor children “ and on behalf of all other persons residing in this county similarly situated” seeking a judgment declaring unconstitutional section 139-a of the Social Services Law (as amd. by L. 1969, ch. 184, § 8, eff. May 1, 1969).
