Karl Dee Kay, a Utah prisoner proceeding pro se and in forma pauperis (IFP), filed a 42 U.S.C. § 1983 civil rights complaint against several officials at the Bonneville Community Correctional Facility (BCCF), claiming multiple deprivations of his constitutional rights arising from his imprisonment.
