José Santiago-Montañez initiated this action against the United States and others under the Federal Tort Claims Act,1 essentially claiming that the Veterans Administration (‘VA”) was negligent (1) in not informing him that a VA doctor had diagnosed him with anxiety neurosis with paranoid features and in need of psychotherapy in 1977; and (2) in failing to give him proper treatment for a finger injury (Docket No. 1 at pp. 8-14, 19-23).
