Appellants Donald H. Cummins, Betty Ann Bradfield Cummins, Thomas W. Cum-mins, and William Bradfield Cummins own property on a high bluff overlooking Lake Travis and abutting land owned by appel-lee, the Travis County Water Control and Improvement District No. 17.
