Prior to the filing of their account, the administrators of the estate of Ephraim J. Ouster filed a petition in the court below setting forth that the decedent died possessed of twenty-three hundred and eighty-two shares of the common capital stock of Windber Telephone Company, having a par value of $10' per share; that the inventory of the personal property filed showed that this stock was appraised at $25 per share, or a total of $59,550 ; that the petitioners believed that the appraised value thereof was excessive; that the book value of the stock was about $12- per…
