This is an appeal by the parties moving to amend a judgment (the moving parties)1 dating back to 1961 imposing a “physical solution”2 on the West Coast Groundwater Basin (the West Basin). The proposed amendment involved utilization of “dewatered” acreage in the West Basin, which was not part of the physical solution in the 1961 judgment.
