This appeal concerns the constitutionality of Laws of 1975, 1st Ex. Sess., ch. 281, p. 1208 (RCW 46.52.118- .1198), an act relating to the towing or removing of motor vehicles from private property.
Chapter 281 was to become effective on September 8, 1975. Prior to its effective date, respondents, Crane Towing, Inc., and Washington Tow Truck Association, Inc., brought this action seeking a judgment declaring chapter 281 unconstitutional.
