SCALIA, Circuit Judge:
This appeal from a judgment for the defendants in a wrongful death action challenges two rulings of the District Court. The first refused to instruct the jury that a violation of the District of Columbia Firearms Control Regulation Act of 1975, D.C. Code Ann. §§ 6-2301 to -2380 (1981), could constitute negligence per se or evidence of negligence on the part of a defendant whose stolen target pistol was the instrument of the decedent’s death.
