This case arises out of a dispute between the General Services Administration (“GSA”) and Cartwright International Van Lines (“Cartwright”) and Foremost Forwarders, Inc. (“Foremost”) (collectively “plaintiffs”) regarding overcharges billed for plaintiffs’ shipments of household goods to military bases and military airports. Pending before the Court is plaintiffs’ Motion for a Preliminary Injunction and defendant’s Motion to Dismiss or in the Alternative to Transfer the Case to the Court of Federal Claims.
