This case is an application to this court by John B. Hall, testamentary executor under the will of Jean Serres, deceased, for the writs of certiorari, mandamus, and prohibition, to compel judge E. K. Skinner, acting in place of Judge T. O. W. Ellis, of the civil district court, parish of Orleans, absent on leave, to cause letters of executorship to be issued to him.
