BENTON, Circuit Judge.
Plaintiffs Geoffrey Ryan Stringer and his mother, Robin Charee Christopher, sued pro se the St. James R-l School District and the Missouri Department of Elementary and Secondary Education (DESE), seeking review of an administrative panel’s decision. The district court 1 dismissed for failure to state a claim upon which relief can be granted. Plaintiffs appeal. Having jurisdiction under 28 U.S.C. § 1291, this court affirms.
