This appeal involves a conviction on a criminal information filed in the Police Court of the District of Columbia by the United States Attorney, charging that Jack H. Persham (appellant) did “in a certain public park of the United States- known as Monument Grounds * * * unlawfully operate a certain motor vehicle, to wit, an automobile, recklessly, that is to say at a greater rate of speed than was reasonable and proper * * * against the form of the statute in such case made and provided,” etc. At the trial the witnesses for the United States identified the place of the alleged offense as the…
