In this case we must decide whether a board of school estimate of a county college, created pursuant to an abridged version of the procedures delineated in N.J.S.A. 18A:64A-1 to -25, nonetheless has the authority under that statutory framework to compel a county’s board of chosen freeholders to fund a capital project for the college.
