This appeal challenges Virginia’s Sunday-closing laws. The challenge is based upon the prohibitions against “special laws” contained in the Constitution of Virginia. Eight corporations doing business in Virginia Beach (six retail merchants and two real estate development companies operating shopping centers) (the plaintiffs), 1 filed a motion for declaratory judgment in the circuit court.
