Appeal from a judgment of the Supreme Court (Torraca, J.), entered May 19, 1989 in Ulster County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of the Department of Environmental Conservation extending an existing landfill permit of intervenor.
