¶1 Big Horn County Electric Cooperative, Inc. (the Cooperative) provides electric service to property where Appellant, Bonnie Granbois, lives. The property is located on the Northern Cheyenne Indian Reservation. When Bonnie Granbois moved her trailer onto the property, the Cooperative informed her that before she could receive electric service, a delinquent bill of the person who previously lived on the property would have to be paid.
