This is a suit in equity brought by the Great Atlantic So Pacific Tea Company, a corporation, hereinafter referred to as complainant, against C. H. Morrissett, state tax commissioner for the state of Virginia, John E. Rose, Jr., commissioner of revenue for the city of Richmond, Va., and Dave E.
