On August 81, 1887, the defendant advertised for proposals to build “Fulton Lake lévee in Désha and Chiccít counties, Arkansas.” No further description of the work’waif given, but *829the advertisement stated that “information as to location and character of the work may he obtained at the office of Oapt. Wm. T. Rossell, Oorps of Engineers, U. S. A., No. 106 Madison street, Memphis, Tenn., and at the office of the Board of State Engineers of Louisiana, New Orleans, La.”
