GINSBURG, Circuit Judge:
The National Labor Relations Board determined that National Steel and Shipbuilding Co. (NASSCO) violated § 8(a)(1) of the National Labór Relations Act, 29 U.S.C. § 158(a)(1), when it videotaped its employees engaging in protected labor activities. The Board ordered the company ■ to cease and desist from using, or conveying the impression that it is using, video and audio devices to record protected activities.
