On November 17, 1970, Richard Blakes, 13, was found to be a delinquent following a hearing on a complaint signed by an officer of the Juvenile Division of the Peoria Police Department, which complaint charged theft of a bag of potato chips. On November 24, 1970, a dis-positional hearing was held and the minor was held and the minor was committed to the Department of Corrections, which agency ultimately placed Richard in the Illinois State Training School for Boys at St. Charles.
