Transamerica Insurance Group commenced this action against Federal Insurance Company and its managing agent for a judgment declaring that a liability insurance policy issued by Federal to Gamel Construction Company and its associates is primary insurance protecting them from property damage claims arising from a landslide on their property located in the Alki Point District of Seattle!
