ORDER AND REASONS GRANTING DEFENDANTS’ MOTIONS FOR SUMMARY JUDGMENT

VANCE, District Judge.

This matter comes before the Court on cross-motions for summary judgment filed by the plaintiffs and defendants United States of America (the “Government”) and Louisiana Intrastate Gas Company, L.L.C. (“LIG”). For the reasons set forth below, plaintiffs’ motion is DENIED, and defendants’ motiops are GRANTED.
