DECISION AND ORDER
MARRERO, District Judge.
Plaintiff Lee Loi Industries (“Lee Loi”) has appealed a December 5, 2005 reparation order rendered by a Judicial Officer of the United States Department of Agriculture (“USDA”) in favor of defendant Impact Brokerage Corp. (“Impact”), awarding Impact $6,451.20 plus interest costs. A formal inquiry with USDA was initiated by Impact through formal complaint after an informal inquiry, also brought by Impact, concluded that Lee Loi was likely at fault.
