OPINION

HAWKINS, Circuit Judge:

The International Franchise Association (“IFA”) appeals the denial of a preliminary injunction which IFA sought in order to prevent the City of Seattle (“City”) from enforcing ^ provision in its recently enacted minimum wage ordinance. The provision classifies certain franchisees as large employers, subjecting them as a result to a steeper schedule of incremental wage increases over the next five years.
