Petitioners, the four Cateo companies, seek review of Federal Power Commission orders. The basic question is wheth-er the petitioners’ transfer, in the form of lease-sale agreements, of certain leasehold interests in the offshore Ship Shoal *59Field is a sale of natural gas in interstate commerce within the meaning of Section 1(b) of the Natural Gas Act.1 United Gas Improvement Co. v.
