This is a plaintiffs’ appeal. There are four plaintiffs. Each of them has been a member of the Cranston Fire Department for more than 20 but less than 25 years. They find themselves in a dilemma because of a difference of opinion which exists between the legislative and executive branches of the municipality. In Junej 1969, the- city council, in overriding the mayor’s veto, enacted an ordinance which reduced the eligibility time required for a firefighter’s longevity pension from 25' to 20 years.
