INTRODUCTION

Pursuant to G.L.c. 40B, §21, the defendant, Town of Concord Board of Appeals (“Board”), issued a comprehensive permit to the' defendant, Concord Housing Authority (“CHA”), for the construction of low-income housing on property previously under the control of the Concord School Committee (“School Committee”).
