Proceeding pursuant to CPLR article 78 (initiated in this Court pursuant to Education Law § 6510 [5]) to review a determination of the Board of Regents which, among other things, suspended petitioner’s license to practice as a licensed clinical social worker in New York for two years.

The Office of Professional Discipline of respondent New York State Education Department (hereinafter OPD) investigated petitioner, a licensed clinical social worker, after receiving a complaint from one of his clients, JC.
