The 14th legislative assembly during its session in 1915 passed an act known as the State Board of Regents Act, the same being chapter 237 of the Session Laws of 1915. The act was passed by the legislature on the 2d day of March, 1915, and was approved by the governor on March 4th, 1915. Under § 2 of the act the governor was empowered, and it was made his duty, on or before the 2d day of March, a. r>., 1915, to nominate, and with the consent of the majority of the members of the senate in executive session to appoint, the members of the State Board of Regents for terms of two, four, and six…
