DUBINA, Circuit Judge:

In 1997, Patricia Coppage (“Coppage”), angered by her termination from the United States Postal Service (“Postal Service”), filed a grievance with the National Rural Letter Carriers’ Association (the “Union”). Although Coppage’s grievance led to a favorable arbitration award, she later filed a second grievance regarding the enforce ment of the arbitrator’s award, which the Union and the Postal Service settled to her dissatisfaction.
