MEMORANDUM OPINION

GLEN E. CONRAD, District Judge.

David E. Welch brings this action pursuant to 18 U.S.C. § 1514A against Cardinal Bankshares Corporation, asserting that an order of reinstatement issued by an Administrative Law Judge should be enforced by this court. The petition for enforcement was filed on July 6, 2006. The case is currently before the court on defendants’ motion to dismiss. 1 For the follow ing reasons, the court will grant the defendants’ motion to dismiss.
