Willie Lee Simmons argues the Appellate Panel of the South Carolina Workers’ Compensation Commission (Appellate Panel) erred in failing to find he was an employee of SC STRONG. We affirm.

FACTS/PROCEDURAL BACKGROUND

Simmons was a participant in the SC STRONG program. SC STRONG is a residential, non-profit organization in which “former substance abusers, ex-convicts, and homeless adults” are provided with educational and vocational opportunities.
