CUDAHY, Circuit Judge.

Plaintiff Bertha Balark is a judgment creditor of the defendants, six City of Chicago policemen. Plaintiff had previously prevailed on her civil rights claim under 42 U.S.C. § 1983 pursuant to a stipulation reached at the close of trial.1 The district court entered judgment in favor of Balark *800based upon the terms of the stipulation. One year later, plaintiff returned to federal court to collect her judgment by garnishing the wages of the defendants. Fed.R.Civ.P. 69, 70. Defendants filed a motion to quash the garnishment proceeding which was denied by the district court.…
