This ease involves a challenge to an annexation ordinance adopted by the City of Greer. Upon the City’s motion, the trial court dismissed the complaint on the ground that certain statutory requirements had not been met. We affirm.

BACKGROUND

On August 24, 1998, the City began an annexation drive for seventeen tracts of property that were outside but adjoining the city limits.
