In June 1992, plaintiff, Associated General Contractors of Illinois, filed a complaint seeking administrative review of wage-rate determinations made by the Illinois Department of Labor (Department). In September defendant Shinae Chun brought a motion to dismiss plaintiff’s complaint on the ground that it failed to name the Department as a defendant, as required by section 3 — 107(a) of the Administrative Review Law (111.
