Plaintiffs St. Lawrence Seaway Pilots Associations, Inc., Lakes Pilots Association, Inc., and Western Great Lakes Pilots Association, Inc. challenge the Coast Guard’s final rule setting pilotage rates on the Great Lakes for 2014 (the “2014 Final Rate”).
