On June 12, 2012, Mr. Kelley filed with the Court a petition for extraordinary relief in the nature of a writ of mandamus. Mr. Kelley requests that the Court issue a writ, in relevant part, (1) directing the Secretary to cease all verbal communications with him, without his attorney’s prior knowledge, about any matter for which he retained counsel, and (2) ordering the Secretary to revoke and rescind the policy allowing personnel in the VA regional offices to directly communicate with attorney-represented claimants.
