HAROLD H. GREENE, District Judge.

Defendant was convicted on April 1,1988 of possession of cocaine with intent to dis tribute, in violation of 21 U.S.C. §§ 841(a)(1) and 841(b)(l)(B)(ii). Since the offense took place after November 1, 1987, defendant’s actions are covered by Title II of the Comprehensive Crime Control Act of 1984, Pub.L.
