Citizens for a Better Env't , 523 U.S. 83 , 90, 118 S.Ct. 1003 , 140 L.Ed.2d 210 (1998) (quoting United States v. Vanness , 85 F.3d 661 , 663 n.2 (D.C. Cir. 1996) ). Petitioner Mario Ortiz-Santiago, who is seeking to avoid removal from this country, now asks us to wade into those murky waters.
