OPINION
SCHULTE, Justice.
This is an appeal from an order of dismissal granted by the court below in favor of the City of Dallas, Appellee, based on Appellee’s plea to the jurisdiction over the subject matter. We affirm.
Appellant, Bobby W. Pope, was the Assistant Chief of Police for the City of Dallas. On September 26, 1979, by letter from the Chief of Police, Pope was demoted from Assistant Chief to Captain for reasons therein stated.
