In the instant case, Kimberly Boswell (Petitioner) asks us to clarify the standard a court should apply in determining the extent of restrictions on parental visitation of children in the presence of non-marital partners. Petitioner claims that the “best interests of the child” standard should apply and that the Court of Special Appeals erred in applying an “actual harm” standard.
